The ICare Foundation (ICF) is a development initiative functioning to create immediate and lasting improvements to the lives of people affected by lack of quality healthcare and educational issues, poverty, and disaster. We believe that the world can and must be promptly transformed into one where everyone can live a full life, free from scarcity.
Founded by Isaac Kigozi – a Ugandan film producer based in Los Angeles, this initiative is a human-centered, non-sectarian, non-partisan organization working for social development of vulnerable and marginalized people. ICF could also be labeled as a mobilization and implementing organization which designs and implements various developmental projects with the financial and technical support of international donor agencies, individuals, and the government.
ICF was established by a group of young and energetic humanitarians in Uganda and in the diaspora from different professions, all of whom are highly motivated and committed to contributing their time, skills and energies for the development and empowerment of socially marginalized and vulnerable communities in Uganda through addressing issues in healthcare, education and livelihoods.

We have run FREE EYE CAMPS under the theme “YOUR EYESIGHT OUR INSIGHT”, with an objective to:
- Afford under-privileged people the opportunity to assess the condition of their eye sight
- Assist under-privileged citizens with serious eye problems to seek medical assistance as soon as possible
- Provide eye medicine to people with eye problems in their early stages, and sensitize them on how to prevent further complications
- Provide free eye care for patients with specialty eye conditions such as diseases of the: Retina – detachments, Cornea – corneal grafting; Orbit -Tumors & Cancers, Glaucoma, Low Vision services.
With the technical support of the Uganda Ophthalmology Society, and other partners we have so far sensitized and scanned 3500 patients, distributed over 1800 spectacles & free eye treatment medicine, and successfully done over 300 Cataract surgeries.
